Windows is Booted from the Wrong Partition

Windows will be loaded from the partition to which BOOT.INI points.  This can be different than the intended partition.

The cause and solution is the same as that discussed in Message "Windows Could not Start Because the Following File is Missing or Corrupt" (NTOSRKNL.EXE or HAL.DLL)
